Baseline
Guide for Effective Benefits Management in Major Projects, published by the Infrastructure and Projects Authority in October 2017, defines baseline as: ‘A reference point, usually the value, trend or average of a benefit measure at a particular point in time, usually before any change has been implemented, used to measure progress against.’
Government Functional Standard, GovS 002: Project delivery; portfolio, programme and project management, Version: 2.0, published on 15 July 2021 by HM Government, defines a baseline as: ‘A measurement, calculation, or location used as a basis for comparison. In a project delivery context baselines typically apply to plans and to sets of data relating to the solution. Note: examples include schedule baseline, cost baseline, requirements baseline, design baseline.’
